IAABO Board 30 By-Laws


By-Laws Of the Southeastern Massachusetts Board of Approved Basketball Officials

Last amended December 8, 2025


ARTICLE I – DEFINITIONS

1. Name. 

This Association shall be known as the Southeastern Massachusetts Board of Approved Basketball Officials Board 30, hereinafter referred to as “Board 30”, whose territory and jurisdiction is in Bristol County.

2. Voting Membership. 

The voting membership of Board 30 shall be comprised of all Active Members in good standing hereinafter referred to as “membership”.

3. By-laws. 

This constitution shall also be referred to as “the by-laws”.

4. State Board. 

The Massachusetts State Board 15 shall hereinafter be referred to as “State Board”.

5. IAABO. 

The International Association of Approved Basketball Officials, Inc. shall hereinafter be referred to as “IAABO”.

6. Emergency Business. 

This shall be Board 30 business occurring during the period between the regular meetings of Board 30 that requires an immediate and timely decision as determined by the Executive Committee.

7. Business Year. 

The Board 30 business year shall run from May 1 through April 30.  The business year shall also be referred to as “the season”, “a season”, “season” or “year”.

8. In Writing. 

In writing shall include any all forms of US mail delivered to the official postal address of the Board 30 Secretary and electronic mail (email) to the official email address of Board 30. 

In writing does NOT include any postings made to any official Board 30 social media platform(s) or the personal social media platform(s) of any Board 30 officer or Executive Committee member.

9. Meetings. 

The term “meetings” shall include any and/or all in-person, audio/video conference or any other future communication formats that provide members with the ability to hear and/or see members of Board 30, the Executive Committee, the Ethics Committee or any other committees that may be formed under the articles of the Board 30 constitution.


ARTICLE II - PURPOSE

The purpose of Board 30 shall be:

  1. To  educate, train, develop and provide continuous instruction for basketball      officials 
  2. To  promote the welfare of basketball, its players, and officials
  3. To  maintain the highest standard of basketball officiating. 
  4. To  encourage the spirit of fair play and sportsmanship
  5. To  have available, at all times, an adequate number of thoroughly trained and      capable officials
  6. To  cooperate with the game of basketball in furthering its interests and  ideals.


ARTICLE III - MEMBERSHIP

1. Association. 

Board 30 shall be composed of all duly qualified and regularly approved members currently in good standing who are affiliated with Board 30, the State Board, and IAABO in a manner prescribed in this Constitution. As used in this Constitution, words of any gender shall be construed to include any other gender, and words in the singular number shall be construed to include the plural, unless the context otherwise requires.

2. Classes of Members. 

Members shall be classified as: 

· Provisional (P)

· Active/Officiating (AO)

· Active/Non-Officiating (AN)

· Dual (D)

· Board Honorary (BH)

· Suspended (S)

3. Provisional Members (P). 

An applicant for membership who has successfully completed and passed the qualifications for provisional membership as outlined in the IAABO Constitution, Article III, Section 4. Such members are required to serve a provisional period covering at least the balance of the season during which the written rules examination and floor test were passed. 

4. Active/Officiating Members (AO). 

Active/Officiating Members shall be those in good standing who have met all the required qualifications for membership including the completion of the provisional period. 

5. Active/Non-Officiating Members (AN). 

Active/Non-Officiating members of Board 30 shall be those:

a. Who are in good standing who have met all the required qualifications for membership except where specifically outlined in Article IV

  1. Who have paid their annual Board 30 dues. Those members in AN status will pay 50% of the current year’s dues.
  2. Who have NOT accepted any assignments to officiate games at any level,      including youth, middle school and high school.
  3. Who have notified the Board 30 Secretary, in writing, of their intention to      change their classification from AO to AN before the start of the business      year.

Active/Non-Officiating members will remain in AN status for the duration of a full business year and have no voting power while in AN status. AN members must notify, in writing to the Board 30 Secretary, their intention to return to Active/Officiating status before the start of a business year. 

Active/Non-Officiating members may remain in AN status for a period of no more than two (2) business years. Membership to Board 30 will be forfeited after two business years in AN status and the Provisional Members requirements must be satisfied before continuing as an Active/Officiating member of Board 30

6. Dual Members (D). 

Dual Members shall be those who do not reside in the territory over which Board 30 has jurisdiction but whom maintain active membership in the Board that has jurisdiction over their place of residence. They have also been accepted as members of the same duties and are entitled to the same privileges as active members except that they may not hold an elected office of Board 30.

7. Board Honorary Members (BH).  

A member of Board 30 who

(i) Has consecutive years, excluding individuals with 25 or more consecutive years of Active/Officiating membership who shall be eligible immediately upon retiring from Active/Officiating membership. 

(ii) Has been an Active/Officiating member of Board 30 for a minimum of twenty consecutive years. 

(iii) Has, in the opinion of the membership as demonstrated by a two-thirds majority vote made outstanding contributions to the success of Board 30, can be designated an Board Honorary member of Board 30. Board Honorary members of Board 30 need not pay any dues.

8. Suspended Member (S) 

A member of Board 30 who has violated or is in violation of Article IV of this Constitution or for any other conduct conclusively established to be contrary to the best interests of Board 30 or conduct which reflects discredit upon Board 30 may be suspended by the Executive Committee. 

The suspension of any member at the last meeting of the basketball season shall be effective within seven (7) days if said member fails to exercise his or her protection offered under Article IV of this Constitution and By-laws.

9. INACTIVE MEMBER (I)

A member whose name is inactivated from the membership roster by the Board secretary by reason of:

a. Suspension

b. Resignation

c. Injury/health, and is not intending to move to AN status

d. Failure to respond to Board inquiries/notifications

e. Failure to attend the required three-meeting minimum

f. Failure to pay dues and assessments

An inactive member may reinstate his or her membership within two years of being inactivated by submitting a written notification to the Board secretary of their intent to return to AO status, and if applicable, making payment of ALL past dues and assessments. The Board may impose additional requirements for re-instatement as a condition for the granting of a member’s request for re-instatement, including but not limited to, a written or practical test.


An inactive member has no meeting requirements during the period in which they are inactive.


ARTICLE IV - DUTIES AND PRIVILEGES OF MEMBERS

1. Required Attendance  

The President shall schedule not less than six meetings during the business year.

a. AO members shall be required TO ATTEND A MINIMUM OF THREE (3) MEETINGS EACH YEAR,

b. AO members with less than five complete consecutive years of AO status (including Provisional status) are also required to attend the Board 30 Mechanics meeting

c. To meet the three (3) meeting attendance requirement, members may attend another IAABO board meeting as a substitute for ONE Board 30 meeting only and must provide proof of attendance to the Board 30 secretary to receive credit for attendance. This may include required attendance at any Massachusetts Board sponsored Interpretation meeting, preferably the Board 30 Interpretation Meeting.

The Executive Board may from time to time notify the membership that during a given season, all AO and P members are required to attend the Mechanics meeting. Dual Members shall have the same attendance requirements as AO Members, unless they furnish satisfactory evidence of having attended a Mechanics meeting of the Board in which they maintain active membership. Provisional Members shall be required to attend ALL regularly scheduled meetings. AN members have no meeting attendance requirements.

2. Financial Obligations 

Each member shall pay such dues and other charges and perform Officiating duties as approved from time to time by the membership at a meeting called for the purpose.  This includes such obligations to the State Board and IAABO.

To remain a member in good standing, financial assessments made under the provisions of Article V shall be payable within thirty (30) days after such a member has received notification of such assessment.

The due date for annual membership is February 28th.

Late fees will be assessed for dues payments received as follows:

· $50 after April 1st

· $75 after May 1st

After June 1st, members who have not paid their current year dues and assessments will automatically be moved to inactive status and an email will be sent to the current email address of the member, notifying them of the maximum assessed fee and the consequences of not paying dues and assessments before July 1st .

After July 1st, if payment is not received, additional discipline as outlined in Article IV, Section 6 may be applied. 

The Executive Committee may vote to modify payment due dates from time to time in the best interests of the general membership due to unforeseen circumstances.

3. Other Obligations. 

Members shall comply with the requirements of this Constitution and by-laws and with the requirements of the Constitution and by-laws of the State Board and IAABO. 

4. Rights of Members. 

Each member in good standing is entitled to all of the benefits and entitlements accorded to a member in good standing of IAABO, without limitation, the right to wear the official uniform of IAABO, to receive annually the official IAABO rule book/handbook, and to receive annually a directory of the membership of IAABO and a case book. Each member in good standing shall also be entitled to all the rights accorded to members of Board 30 pursuant to the provisions of this Constitution and the rules and regulations of Board 30 as in effect from time to time.

5. Right of Appeal. 

Each member shall be entitled to appeal, in writing, any decision affecting his or her membership, which may have been rendered by the Ethics Committee to the Executive Committee or of the Executive Committee to the Membership. The Secretary/Treasurer must receive such an appeal within seven (7) days after such member has received notification of such decision.

The President is then authorized to assemble an Ad Hoc appeals committee to hear the appeal and to make a determination on its merits. The Ad Hoc committee MUST include interviews, statements and/or documents conducted or obtained directly from the member making the appeal. The determination of the ad-hoc appeal is final.

Appeals of any final decisions made by the Ad Hoc committee must be made to the Massachusetts State Board of Officials, followed by an appeal to IAABO International.

Members of the Ad-Hoc committee shall be appointed by the President to include:

· The President (ex-officio/non-voting)

· Chairperson of the ethics committee

· Two IAAB Board 30 Active Officiating (AO) members in good standing who are not currently elected officers, nor at-large executive committee members, nor ethics committee members, to be chosen randomly from a pool of volunteers.

6. Grounds for Discipline

For failure to comply with the Constitution or By-Laws of Board 30 or the regulations of the State Board or the International Association, or for delinquency in the payment of dues, assessments or penalties or for any conduct conclusively established to be contrary to the best interests of Board 30 or conduct which reflects discredit upon Board 30 a member may be suspended for a period of no more than one high school basketball season, may be expelled from the roster of Board 30, and/or fined, subject to a two-thirds vote of the Executive Board.

A suspended member is subject to both suspension and fine and no games at the High School or Middle School level can be officiated by said member until they have been accepted back as a member in good standing.

Additionally, the following violations may be considered as cause for suspension:

· Failure to attend an IAABO mandatory Interpretation meeting.

· Failure to attend the minimum required number of meetings.

· For behavior or actions that undermine the integrity, credibility, effectiveness, or public perception of IAABO, Board 30 or any of its members, including but not limited to:

· Breach of Integrity or Ethics includes bias or favoritism in officiating, accepting bribes or gifts in exchange for favorable decisions or enhancing one’s opportunity for game assignments, conflict of interest that is not disclosed or resolved and/or dishonesty or falsifying reports (e.g., application for membership, game reports, etc.).

· Insubordination or Disrespect includes disrespectful behavior or language directed toward board members, fellow referees, players or coaches, public criticism of individual board members, board decisions, board leadership, or board policies (specifically on social media, radio & television, print media or podcasts) and refusal to follow board directives or league/association rules.

· Misconduct off the Court includes criminal activity, especially involving violence, fraud, or moral turpitude, substance abuse that affects performance or reputation and inappropriate conduct online, such as posting off offensive content or engaging in harassment.

· Unprofessionalism includes repeated tardiness or absences from scheduled assignments or meetings, failure to maintain appropriate fitness or certification standards and inappropriate dress, language, or demeanor during games.

· Undermining Board Authority or Operations includes spreading false information or rumors about the board or its members, organizing boycotts or dissent in a disruptive way without due process or tampering with evaluations, assignments, or records.

7. Registration

For the purposes of accurate communication and ensuring the timely registration of all members with the IAABO National Office, all members of Board 30 are responsible for providing to the Board Secretary, the member’s most current contact information, including mailing address, home and mobile telephone number and email address. Changes to any of the above contact information must be sent, in writing via mail or email, to the Board Secretary within 10 days of any change.


ARTICLE V – MEETING ATTENDANCE OF ACTIVE MEMBERS

1. Importance. 

The membership of Board 30 recognizes the importance of accurate knowledge and correct interpretations of the rules of the game of basketball. Toward this end, Board 30 places great importance on regular attendance of its meetings.

2. Interpretation Meeting. 

Failure to attend any Massachusetts Board sponsored Interpretation meeting between October 15th and December 15th of any season will result in discipline as outlined in Article IV, Section 6.

3. Mechanics Meeting. 

Members in P and AO status as outlined in Article IV, Section 1, are required to attend the Annual Board 30 Mechanics meeting. 

Notification of any fines associated with missed meetings will be sent via US mail and via email to the member’s address on file before March 1st of that season. Payments for any assessments not received by May 1st will result in membership status being inactivated until such assessments are paid in full.

4. Regular Meetings 

Failure to attend 50% of all Board 30 scheduled meetings (inclusive of the mandatory Interpretation meeting) within one basketball season will result in a financial assessment to such member of fifty dollars ($50.00) and additional discipline as outlined in Article IV, Section 6 may be applied.

Notification of any fines associated with missed meetings will be sent via US mail and via email to the member’s address on file before March 1st of that season. Payments for any assessments not received by May 1st will result in membership status being inactivated until such assessments are paid in full.

5. Written Explanation. 

Members failing to offer and submit written explanation for their failure to meet any attendance requirement to the Secretary/Treasurer within seven (7) days of such failure will be subject to all provisions of Article V. This written explanation provision does NOT apply to Interpretation Meeting requirements. Emails are considered valid written explanations. Provisional members may submit written explanations.

6. Appeal. 

All members shall have the right to appeal any action taken under this article in accordance with the provisions set forth in Article IV.


ARTICLE VI - OFFICERS

1. Titles. 

The officers of Board 30 shall be President, Vice-President, Secretary/Treasurer, Assistant Secretary/Treasurer, Interpreter, IAABO University Coordinator, and Past President.

2. Term of Office. 

The term of office for the President and Vice-President shall be for one (1) year and can succeed themselves for no more than two (2) full successive terms. The term of office for the Secretary/Treasurer, Assistant Secretary/Treasurer, Interpreter and IAABO University Coordinator shall be for one (1) year and can succeed themselves for successive terms without limit. The President shall serve as Past President at the conclusion of his or her term of office. The term of office for the Past President is for one (1) year. 

If the President is elected to a second successive term, then the Past President shall continue as such for a second successive term.

3. Nomination. 

The President shall announce to the membership the positions open for election or re-election to the Executive Committee during the second meeting of the year. Any members who are interested in running for election for any open position on the Executive Board must notify the Secretary, in writing, of their desire to be included on the election ballot. Members interested in running for election for any open position must be in good standing.

During the 5th meeting of the year, the President shall announce the candidates running for election or re-election to the positions that are open. By majority voice vote, the slate of candidates shall be approved for each position.

4. Election.

Election of officers shall take place annually at the last February meeting of the business year. The election shall be done by a secret paper ballot vote of the membership present at said meeting. The election of officers shall be by majority vote of the ballots. Postions where the candidate is running unopposed will be voted on by voice majority.

Newly elected officers shall take office on May 1st .

5. Vacancy. 

Vacancies in any elective office that occur during the business year, except that of the President, may be filled through appointment by the Executive Committee, subject to a two-third vote. Appointments for any officer vacancy may filled by an existing Executive Committee member(s) or by any member of Board 30 who is in good standing. Appointments will only be for a period of no longer than one year. 

In the event there is a vacancy in the office of President, the Vice-President shall fill such vacancy. 

6.Stipends for Officers 

Specific positions on the Executive Board may receive annual stipends for the work that those members perform in service to Board 30. The amounts of the stipend will be determined annually by the Executive Committee. 

Stipends may include the waiver of annual dues or an annual payment or both. 

The positions eligible for stipends include: 

· Interpreter 

· IAABO U Coordinator 

· Secretary 


ARTICLE VII - DUTIES OF OFFICERS

1. President. 

The President shall preside at all meetings of Board 30 and the Executive Committee. The President shall call all special meetings, shall appoint all committees not otherwise provided for and shall transact

such other business as may of right appertain to this office. The President shall be an ex-officio member of all committees. The President shall appoint a Board 30 Historian and a Board 30 Parliamentarian.

2. Vice-President. 

The Vice-President shall perform the duties of the President in the absence, resignation, or disability of that officer, and shall also discharge the duties of the chair when called upon by the President. The Vice-President will serve as the Attendance Officer and serve as the Annual Banquet Chairperson and make report of such duties to the membership and respective committees when called upon to do so by the President. 

3. Past President. 

The Past President shall perform such duties as may from time to time be prescribed by the President or the Executive Committee.

4. Secretary/Treasurer. 

The Secretary/Treasurer shall keep accurate records of the proceedings of Board 30 in a book especially provided for that purpose. He shall also serve as Secretary to the Executive Committee and shall keep record of the proceedings of such committee. 

The Secretary/Treasurer shall attend the meetings of the State Board and make report of such meetings to the membership. 

The Secretary/Treasurer shall provide for all official correspondence issued by Board 30 as directed by the President, the Executive Committee, the Ethics Committee, and the membership. 

The Secretary/Treasurer shall discharge all financial obligations on being duly authorized to do so by the Executive Committee or a majority vote of the membership present at any regular meeting of Board 30. 

Annually, the Secretary/Treasurer shall issue membership cards to paid-up members. The Secretary/Treasurer shall make a report at each meeting of all money received and shall report any disbursements made since the previous meeting.

At the expiration of its term of office, the Secretary/Treasurer shall submit a financial report, which shall be referred to the Executive Committee for audit, and deliver over to a successor any money or property in the Secretary/Treasurer’s possession belonging to Board 30

5. Assistant Secretary/Treasurer. 

The Assistant Secretary/Treasurer shall serve as an assistant to the Secretary/Treasurer and assist and perform as necessary all duties of the Secretary/Treasurer as specified in Article VII, Section 4 as called upon by the Executive Committee.

6. Interpreter. 

The Interpreter shall, in the interest of uniformity, interpret the rules and shall continuously

endeavor during the season to educate members of Board 30 in the mechanics and techniques of good officiating. The Interpreter shall attend the annual IAABO and State Board sponsored Interpretation Meetings.

7. IAABO University Coordinator

The IAABO university coordinator is the liaison between new enrollees of IAABO U and Board 30. The IAABO University Coordinator is responsible for:

· Responding to requests for information about how to become an IAABO official

· Welcoming new IAABO University enrollers and providing them with information about the process of becoming a member of Board 30

· Answering enrollers questions that may arise about the course(s)

· Scheduling floor review dates & time by securing games/scrimmages locally or in coordination with the State Board IAABO U coordinator.

· Scheduling recent graduates to participate in the floor review process.

· Recruit and organize Board 30 members to assist with the floor review process

· Communicate with floor review graduates on the expectations of being an IAABO official and member of Board 30

8. Historian. 

The Historian shall maintain and collect all data relevant to the activity of Board 30 for the purpose of compiling an accurate and continuous historical record of Board 30. 

9. Parliamentarian. 

The Parliamentarian shall rule at the request of the President, Executive Committee or the membership on all questions of procedure during the meetings of Board 30. The Parliamentarian’s authority shall be based upon Roberts’ Rules of Parliamentary Procedure.


ARTICLE VIII a – EXECUTIVE COMMITTEE 

1. Executive Committee Powers. 

The business of the Board 30 shall be managed by an Executive Committee which may exercise all the powers of the Board 30 except as otherwise provided by this Constitution, by-laws, or the rules and regulations of Board 30 as in effect from time to time. In the event of a vacancy in the Executive Committee, the remaining members of the Executive Committee may exercise the powers of the full Executive Committee until the vacancy is filled.

2. Election, Qualifications and Tenure. 

The Executive Committee shall consist of 11 members constituted as follows: Four (4) at large members, the President, Vice President, Secretary/Treasurer, Assistant Secretary/Treasurer, Interpreter, Assistant Interpreter, and Past President. 

The four (4) at large members shall be elected for a two (2) year term at the last scheduled meeting of a season which is normally held during the month of February. Two (2) of the at large members shall be elected during each even numbered calendar year beginning in 2006. The remaining two (2) at large members shall be elected in each odd-numbered calendar year commencing in 2007; provide, however, that such remaining members shall be elected in 2006 for a one-year term only. The members of the Executive Committee who are officers shall be elected pursuant to Article VI of this Constitution.

3. Vacancies. 

Any vacancy in the Executive Committee, however occurring, including a vacancy resulting from an enlargement or reduction in the size of the Executive Committee, may be filled by the Executive Committee.

4. Enlargement or Reduction of the Executive Committee. 

The Executive Committee may be enlarged or reduced in size by the Membership at any meeting called for the purpose. Except as otherwise provided by this Constitution, each at large member of the Executive Committee shall hold office until the final meeting of Board 30 held in the second year following their election and until their successors are elected and qualified. Any at large member of the Executive Committee may resign by delivering his or her written resignation to Board 30’s President or Secretary/Treasurer. Such resignation shall be effective upon receipt unless it is specified to be effective at some other time or upon the happening of some other event.

5. Removal. 

The Membership may remove any at large member of the Executive Committee for cause by vote of a majority of a quorum present at a meeting called for the purpose; provided, however, that such removal shall not occur until after such member of the Executive Committee shall have been given reasonable notice and an opportunity to be heard before the body proposing to remove such member.

6. Meetings. 

Regular meetings of the Executive Committee may be held without notice at such time, date, and place as the Executive Committee may from time to time determine. A regular meeting of the Executive Committee may be held without notice at the same place as any regular or special meeting of Board 30, such meeting to be held one hour immediately prior to such meeting of the Association.  Special meetings of the Executive Committee may be called orally or in writing, by the President or two or more members of the Executive Committee, designating the time, date and place thereof.

7. Notice of Meetings. 

Notice of the time, date and place of all special meetings of the Executive Committee shall be given to each member by the Secretary/Treasurer, or in case of death, absence, incapacity or refusal of the Secretary/Treasurer, by the officer or one of the members of the Executive Committee calling the meeting. Notice shall be given to each member in person or by telephone, or mail sent to his or her business or home address at least 48 hours in advance of the meeting or by telegram or email sent to his or her business or home address at least 24 hours in advance of the meeting. Notice need not be given to any member if a written waiver of notice, executed by him or her before or after the meeting, is filed with the records of the meeting, or to any member who attends the meeting without protesting prior thereto or at its commencement the lack of notice to him. A notice or waiver of notice of a meeting of the Executive Committee need not specify the purposes of the meeting.

8. Quorum. 

At any meeting of the Executive Committee, a majority of the members then in office shall constitute a quorum. Having less than a quorum may adjourn any meeting from time to time and the meeting may be held as adjourned without further notice. 

9. Action at Meeting. 

At any meeting of the Executive Committee at which a quorum is present, a majority of the members present may take any action on behalf of the Executive Committee unless a larger number is required by this Constitution or the rules and regulations or by-laws of Board 30 as from time to time in effect.

10. Action by Consent. 

Any action to be taken at any meeting of the Executive Committee may be taken without a meeting if all the members consent to the action in writing and the written consents are filed with the records of the meetings of the Executive Committee. Such consents shall be treated for all purposes as a vote at a meeting of the Executive Committee.

11. Telephone Conferences. 

Members of the Executive Committee may participate in meetings of the Executive Committee by means of a conference telephone or similar communications equipment by means of which all members participating in the meeting can hear each other and participation in such a meeting in accordance with the Constitution shall constitute presence in person at such meeting.

12. Committees. 

The Executive Committee, by vote of a majority of the members then in office, may elect or appoint from its number other committees and may delegate thereto some or all of its powers except those which by this Constitution or the rules and regulations or by-laws of Board 30 as from time to time in effect may not be delegated. Except as the Executive Committee may otherwise determine, any such committee may make rules for the conduct of its business, but unless otherwise provided by the Executive Committee or in such rules, its business shall be conducted so far as possible in the same manner as is provided by this Constitution or the rules and regulations or by-laws of Board 30 as from time to time in effect for the conduct of the business of the Executive Committee. All members of such committees shall hold such offices at the pleasure of the Executive Committee. The Executive Committee may abolish any such committee at any time. Any committee to which the Executive Committee delegates any of its powers or duties shall keep record of its meetings and shall promptly report its action to the Executive Committee. The Executive Committee shall have the power to rescind any action of any committee.


ARTICLE VIII b – ETHICS COMMITTEE 

1. Appointment. 

There shall be an Ethics Committee comprised of five members appointed by the Executive Committee.

2. Duties. 

The Ethics Committee shall receive and thoroughly investigate all protests, complaints, or irregularities as made by or against Board 30 officials, coaches, players, leagues, or teams. It shall review all written documentation related to the complaint and shall conduct interviews with all parties involved in the complaint. The Ethic Committee then shall report their findings in these matters to the Executive Committee. 

3. Recommend Disciplinary Action 

The Ethics Committee shall take no action, other than to recommend to the Executive Committee of any disciplinary action to be taken as outlined in Article IV, Section 6. The Ethics Committee may only recommend to the Executive Committee a suspension (and the recommended length), expulsion and/or fine. The Executive Committee shall be the sole determiner of the dollar amount of any recommended fines. 

3. Suspension or Expulsion. 

The Ethics Committee shall take no action, other than to recommend regarding the suspension or expulsion of any member.

4. Appeals. 

This committee shall afford any member charged with any offence the right to be heard in person or to submit a written statement in his or her own behalf. In handling these complaints or grievances, the business of this committee shall be conducted in accordance with the provisions of Article VIIIa item 12 of this Constitution, except as otherwise provided by this Constitution, rules and regulations or by-laws of Board 30 as in effect from time to time. 


ARTICLE IX – DELEGATES TO THE ANNUAL STATE BOARD AND IAABO MEETINGS

1. Interpretation Meetings.

The Interpreter shall attend the Annual State Board and IAABO Interpretation/Fall Seminar

meetings. Board 30 shall pay the expenses. If funds are available as determined by the Executive Board, the Secretary/Treasurer will also attend said meetings and Board 30 will pay expenses.

2. Business Meetings

The Secretary/Treasurer shall attend the Annual State Board and IAABO Business

meetings. Board 30 shall pay the expenses. If funds are available as determined by the Executive Board, the President will also attend said meetings and Board 30 will pay expenses.


ARTICLE X – RULES OF PROCEDURE

1. Procedure.

Where the Constitution and by-laws of Board 30 cover no provision for the introduction of any rule or by-law, Robert’s Rules of Parliamentary Procedure shall govern.


ARTICLE XI – AMENDMENTS

This Constitution may be amended at any regular meeting or special meeting called for that purpose by at two-thirds (2/3) vote of the members present and voting at the meeting where such amendment(s) shall have been given in writing at least 14 days (14) days previous to the meeting of Board 30 at which this amendment(s) shall be acted upon by the membership.
